Question about CPU, RAM and MoBo FSB?

I need to get new ram... if my CPU FSB is 1600, my mobo is 400 (times 2..?) and my ram is 1200... is the mobo the bottleneck? should I just get 800mhz RAM? or can I adjust FSB multiplier to make the 1200mhz useful?
