Who Liberated More People from Tyranny, FDR/Truman or George W. Bush?

FDR/Truman liberated the whole globe including Iraq with WWII, that is why it was called a World War in the first place. Bush has created terrorist and anything he has done during his Dictatorship has caused the World to regress diplomatically. Jimmy Carter is right now trying to clean up lame duck Bush's mess as we speak.
