How come direct x 9.0 isnt working on my computer?

I've been hearing alot of people have been having problems to get this to work on they're computers i need direct x9.0 to work for this game i want to play i have maybe downloaded it about 5 times and it still hasnt worked. I have used every possible site anyone know why it isnt working
